Bond Introduces New Legislation to Modernize Illinois Government

SPRINGFIELD, IL— State Senator Michael Bond (D-Grayslake) introduced a resolution today that helps modernize Illinois government; specifically the state’s financial reporting and accounting.
Senate Resolution 609 orders the Auditor General’s office to issue a report on the number of financial procedures, practices and systems throughout state government as well as how much money it costs to maintain all of these systems. In addition, it asks the Auditor General to survey the methods and practices of other states’ financial reporting.
“Almost every state agency currently uses different practices and procedures to report their finances, which wastes a lot of time and a lot of taxpayer money,” said Bond. “With every agency on a different page, there are often inaccuracies and delays in the state’s financial reporting that make it difficult for legislators to make properly informed decisions. Most importantly, the byzantine structure of Illinois’ financial system makes it more difficult for citizens to hold their state government accountable.”
To streamline the state’s accounting practices, Bond voiced his support for the implementation of a centralized reporting program, using state of the art computer software. He specifically cited its cost effectiveness and the relative ease of maintaining such a system.
“A centralized reporting program would cost the State of Illinois less in the long run and would be far easier to maintain than the unwieldy system we currently have in place,” Bond said. “At the very least, it will solve the myriad of problems we have experienced over the past seven or eight years. It will make the State more efficient, responsive and transparent.”
While the Auditor General’s office had voiced concern over the State’s accounting practice, Bond’s resolution is the first major push to solve Illinois’ accounting problems.
