Bond bill seeks to curb spending, improve efficiency
SPRINGFIELD – Legislation sponsored by State Sen. Michael Bond (D-Grayslake) aimed at streamlining services and reducing the State’s financial deficit passed through a Senate committee this week. The State Government and Veterans’ Affairs Committee voted unanimously to advance the measure.
House Bill 5124 creates a streamlined auditing and accreditation system for all human services state agencies. Agencies included under this legislation are the Department of Human Services, the Department of Children and Family Services, and the Department of Healthcare and Family Services. The new system is intended to address potential inefficiencies or redundancies in the oversight of service providers, auditing procedures, licensing and training requirements.
“Providing quality health care services to the residents of our state is a must” said Bond. “But in this process, we must ensure that we are utilizing our financial resources in the most efficient manner possible. Streamlining these efforts will allow maximum efficiency, without duplication of services or wasteful spending.”
Under Bond’s legislation, the agencies are required to conduct internal reviews of their daily operations. At the conclusion of the internal reviews, the agencies will work together to write and submit a report to the General Assembly outlining statutory or administrative rule changes to streamline agency efforts. The report is due by January 1, 2011.
“Making state government operate more efficiently has been a top priority for me since I took office,” said Bond. “Reducing state spending and streamlining the services we provide is a viable solution to eliminating our crippling budget deficit. During these tough economic times, it is imperative that we examine every category of the budget and identify areas of inefficiency.”
House Bill 5124 now moves to the Senate floor for further consideration.
